Tháng 2 năm 1979, toàn dãy biên giới phía Bắc với Trung Quốc vang lên tiếng súng nổ. Giặc Tàu đã tràn sang bắn giết nhân dân ta, đốt phá tài sản và phá hoại một phần không nhỏ vùng đấy biên cương nước Việt.
“Chiến thuật biển người” Trung Quốc đã thất bại thảm hại trên toàn cục nhưng nó cũng lộ ra những bí mật tày đình về nội gián tay trong mà trận Lão Sơn là minh chứng. Nhiều chiến sĩ đã ngã xuống vì kẻ thù biết trước kế hoạch từ cấp cao.
41 năm đã qua. Có một hiện thực tiếp nối chỉ phơi bày ra khi đại dịch Corona xuất hiện. Khẩu trang Việt Nam xuất qua Tàu từ chính ngạch đến tiểu ngạch. Điều lạ lùng của một nền sản xuất què quặt! Bởi một quốc gia vừa chế tạo được máy sản xuất khẩu trang vừa chế tạo khẩu trang như Đài Loan còn cẫm xuất khẩu sang Trung Quốc.
Chính phủ của bà Thái Anh Văn đã làm quá tốt câu chuyện vì quyền lợi quốc gia mà Đài Loan tuyên bố!
Trong khi đó, các chiến sĩ biên phòng Việt Nam căng mình nơi biên giới hiện nay phải tự tìm khẩu trang cho bản thân. Họ căng mình để ngăn dòng người trốn dịch từ Tàu cũng như những vật phẩm y tế (chủ yếu khẩu trang và đồ bảo hộ) tuồn lậu qua Tàu. Người Việt tuồn qua… Và đâu chỉ biên giới Tây Bắc. Phía Tây Nam cũng vậy, khẩu trang nườm nượp qua Campuchia với giá cao ngất ngưỡng.
Trong khi hàng ngàn người xếp hàng ở chợ thuốc hai đầu Hà Nội, Sài Gòn chỉ có số ít mua được khẩu trang bình ổn giá. Một thực tế đầy phi lý của Việt Nam!
Việt Nam mới tuyên bố dịch chưa lâu. WHO tiên đoán Corona giàu khả năng thành đại dịch toàn cầu và chưa biết khi nào mới chấm dứt. Đã có những khu vực cách ly và bệnh viện dã chiến được dựng nên- điều chưa bao giờ xảy ra khi có dịch bệnh từ lúc thành lập nước VNDCCH 1945 tới nay.
Giả sử bước vào đỉnh dịch, sẽ lấy gì để đối phó tình trạng khan hiếm ohaaru trang khi nguồn nguyên liệu của chuỗi cung ứng (Tàu) bị “đứt” như hiện nay. Theo thông tin tôi có, Bộ Công thương đã hối thúc các đơn vị nhà nước tăng cường sản xuất khẩu trang và lực lượng Tham tán thương mại của bộ tại các quốc gia tích cực tìm nguồn nguyên liệu.
Nhưng đó là ưu tiên dành cho các đơn vị nhà nước. Những đơn vị làm sản xuất khẩu trang (mà không muốn xuất qua Tàu, dành phục vụ trong nước) sẽ tìm nguồn nguyên liệu ở đâu?
Khẩu trang thiếu. Nguyên liệu không “chạm” được vào giá bình ổn thì doanh nghiệp vừa và nhỏ chỉ có ôm mặt nhìn máy đứng im trong khi khách hàng/nhân dân thiếu khẩu trang.
Đây là lúc vai trò Bộ trưởng Công thương của ông Trần Tuấn Anh thể hiện năng lực. Chứ không phải như cách Chính phủ tuyên bố quốc gia có 40 đơn vị sản xuất khẩu trang nhưng Bộ Y tế chỉ đưa pên website 26 đơn vị. Số còn lại không được quan tâm, không được nhắc tới vì lý do gì?
Vì lý do gì tôi không dám võ đoán nhưng thực tế xã hội về khan hiếm đã cho thấy những kẻ hỡ về quản lý xuất khẩu khẩu trang trong khi nhân dân thiếu thốn là cách làm không thể coi là đúng đắn.
Về mặt này, Phó Thủ tướng Vũ Đức Đam cần khẳng định một quyết sách cụ thể. Ví dụ: Cấm xuất khẩu khẩu trang như Đài Loan. Bởi, dịch mà lan rộng thì vai trò của ông Đam sẽ rất lớn trong vấn đề nhân dân thiếu khẩu trang.
Luôn có một lực lượng “thân Tàu” đang ngày đêm thu gom khẩu trang và họ làm thế từ trước Tết đến giờ. “Cuộc chiến” với Corona sẽ ra sao khi “khí tài” khẩu trang đang bị tuồn qua biên giới?
Thay vì nghe những “chuyên gia truyền thông” giỏi báo cáo láo. Các chính trị gia nên thân chinh đến các kho của đầu nậu gom mối về khẩu trang.
Còn xuất khẩu trang qua Tàu, qua Cam (rồi lại qua Tàu) nữa thì đến lúc bùng phát dịch, nhân dân sẽ tìm đâu ra nếu không phải tụ tập tranh nhau khẩu trang???
